Subcommittee on Accelerated Bridge Construction (AFF10-3)

Approximately one-fourth of the Nation's 600,000 bridges require rehabilitation, repair, or total replacement. The construction-related work used to address these needs can create significant impacts to the surrounding area including mobility, safety, and other social-economic related impacts. Throughout the U.S., owner agencies are realizing that the results of using ABC strategies not only helps to address onsite related constraints, but can also improve how a bridge program is delivered when used in a more routine, programmatic manner.

 

Purpose and Need (V1): The purpose of the Subcommittee is to support research that can addresses the need to deliver bridge construction and rehabilitation projects where the safety, efficiency, and effectiveness is improved upon such that the impacts to the site are minimized and the quality and durability of the final project is equal to, or better than current practices.  

      

--(V1) isn't durability part of quality?  If so, remove the word durability - less is more.



Purpose and Need (V2): The purpose of the Subcommittee is to support activities that addresses the need to deliver bridge construction and rehabilitation projects in a safe, efficient, and effective manner such that the impacts to the site and surrounding area is reduced, and the quality of the final project demonstrates the same or a betterment to current practices.   

--(V2) surrounding area is included to include impacts not just associated with the bridge site.  Examples include environmental, local business impacts, perhaps freight movements.  Suggest replacing the word betterment with improved.  (V1) uses equal to or better which may be a better.


Purpose and Need (V3): The purpose of the Subcommittee is to support research activities that address the need to enhance the delivery of accelerated bridge construction and rehabilitation projects in terms of safety, efficiency, and effectiveness, such that the impacts to the site are minimized and the quality and durability of the final project is equal to, or better than current practices.  

 --(V3) Perhaps all we need is the surrounding area term included in this version, then removing the durability and research terms, and replace enhance with the word improve to be more definite. 

If there is indecision to pursue an activity or topic area our P&N statement should be addressed.  For example, XXX submits a particular topic for a paper session.  As a group we ask, "does the paper "enhance" or "improve" the current practices of bridge construction/rehab.  in terms of safety/efficiency/effectiveness?"  If there is no general consensus as a group, we can put it up to vote and let the majority decide.  Likewise, voting will occur if there is no general consensus if the activity is equal to, or better than current practices

(V4 - risk statement) The purpose of the Subcommittee is to support activities that minimize adverse risk impacts in the areas of safety, efficiency, and effectiveness for accelerated bridge construction and rehabilitation projects that provide equal or better quality  of  the quality of the final project is equal to or better than current practices.  
 
 
(V4 - risk statement) The purpose of the Subcommittee is to support the need of planning and design efforts that seek to minimize adverse risk impacts on the safety, efficiency, quality, and timely delivery of accelerated bridge construction and rehabilitation projects which minimize impacts to the site and surrounding area.
 
Scope: The TRB Accelerated Bridge Construction (ABC) Subcommittee supports research, technology transfer, and implementation to advance ABC technologies related to policy, planning, procurement, design, materials, construction and contracting. The objective of the subcommittee is to expand the knowledge and expertise to foster the implementation of ABC related technologies.
